cut row to next value in table

hi, I made a button that his purpose is to cut specific row and to insert the row into the next empty row in the table.

The problem is if I click the button without putting in values it inserts blank space in to the table and the next time i'll press the button (doesn't matter the row have or dont have values) it will insert it to the next row after the blank space in the table.

ok now I can't add blank space but when I insert value there's still space between the rows.

Try zipping it or removing most of the data
