Multiple IF statement

(dots just hold the positions of the titles and data)
List of Names
Fred
Joe
Jim

I want to display stuff based on 4 variables.
1. If Value = spaces then the Display = blank
2. If Value = 0 then Display = "Bid In Estimating"
3. If Value > 0 then Display = "Decision Pending"
4 If the Name is in the List of Names then Display = "Rebid"
Note: If there is a name match in the list of names, then this supercedes all other checks and Re-Bid should display. If there is no match in the name list then the Value field checks should be made.

How would you code this?

A couple of questions first.

1. What happens if the name is in the list and the value >0, or =0?
2. When you say spaces, is the cell blank or does it contain actual spaces and if so, how many?

Let's ignore the name in list part for now and assume that spaces mean a blank cell and we are looking at cell B2.

=IF(LEN(B2)=0,"",IF(B2=0,"Bid In Estimating",IF(B2>0,"Decision Pending","Unknown Condition)))

Just a minor point - missing the last double quote.
